TRUE if by 2020-06-30 Tesla had over a million cars on the road with feature-complete FSD reliable enough that no driver attention was needed; otherwise FALSE.
Criterion requires, by 2020-06-30, >1M cars with feature-complete FSD reliable enough that no driver attention was needed. Two independent failures: (a) no feature-complete FSD had shipped by that date (City Streets beta launched Oct 2020), and (b) even after launch it was a supervised Level 2 system explicitly requiring constant attention. Condition not met. No conflicting evidence.

Outcome evidence
Tesla's FSD 'City Streets' beta — the closest thing to 'feature-complete' FSD — did not even launch until October 2020, months after the 2020-06-30 deadline. As of mid-2020 no such feature-complete FSD existed on Tesla's fleet.
When FSD Beta did ship (Oct 2020) it was explicitly an SAE Level 2 partially automated system requiring constant human supervision — the driver must monitor and be ready to intervene at all times; disengagement rates were high. This is the direct opposite of 'reliable enough that no one needs to pay attention.'
In July 2020 (after the mid-2020 deadline) Musk himself was still only claiming to be 'very close' to Level 5 and 'confident' basic functionality would arrive later that year — confirming feature-complete, attention-free FSD did not exist by mid-2020.
