In mid-December 2025 Tesla began internal/employee testing with empty driver seats, but paying-public rides still carried an in-car safety monitor through the end of 2025. Empty-front-seat public rides only began January 22, 2026 (announced that date). Electrek: 'He technically delivered on that promise, but only for employee testing and internal rides. The paying public? Still getting safety monitors.' Additionally, the 'unsupervised' vehicles were shadowed by black Tesla chase cars carrying safety monitors — oversight was relocated, not eliminated.
