U.S. weapons/materiel transfers to Ukraine did NOT cease in the Oct–Nov 2022 window. In November 2022 the first NASAMS arrived (a presidential drawdown from U.S. stockpiles), and the cadence of PDA packages continued. Military.com (Nov 24, 2022) reports continued U.S. aid drawing on the Pentagon's arms stockpile during this exact period.
On Dec 9, 2022 (27th drawdown) and Dec 21, 2022 (28th drawdown, incl. Patriot + more HIMARS ammunition/155mm/GRAD/tank rounds), the U.S. was still transferring the relevant weapon/materiel categories from existing stocks — well after the predicted ~Oct–Nov 2022 cessation date.
CRS 'U.S. Security Assistance to Ukraine' confirms a continuous series of presidential drawdown packages from existing stocks through fall 2022 and beyond — transfers of the relevant categories never stopped in the Oct–Nov 2022 timeframe.
