On Dec 9, 2022, the Pentagon announced the 27th presidential drawdown package (up to $275M) pulling additional HIMARS rockets, 80,000 155mm artillery rounds, counter-UAS and air-defense equipment, and more directly FROM existing U.S. stockpiles. On Dec 21, 2022 the 28th drawdown ($1B, incl. a Patriot battery plus additional HIMARS ammunition, mortars, artillery rounds, GRAD and tank ammunition) was announced. These drawdowns from existing stocks at year-end directly contradict the claim that the U.S. had 'run dry' / exhausted its available stockpile of the relevant munitions by 2022-12-31.
U.S. Security Assistance to Ukraine (CRS): drawdown authority (PDA) transfers — which by definition come from existing DoD stocks — continued throughout late 2022 and into 2023, confirming stocks were not depleted to the point of halting transfers by end-2022.
Contemporaneous reporting (CSIS, Sep 2022; CNBC, Sep 28 2022; France24/Defense Post, Oct 2022) shows U.S. stockpiles of Javelin, 155mm, HIMARS rockets, Stingers etc. were STRAINED and dwindling — some nearing minimum levels for war plans — but this is 'running low/strained,' not 'run dry.'
