Decisively refuted by outcome. Zeihan's specific mechanism (loss of foreign reservoir-maintenance expertise driving east-of-Urals crude to zero within ~3 years, i.e. by 2025-09-22) did not occur: East Siberian fields (Vankor cluster, ESPO-grade) remained major producers and Russia continued investing in expanding eastern Siberian capacity (Vostok Oil). No outcome value assigned here (Stage 2). The criterion ('declines to or near zero by 2025-09-22') is cleanly resolvable as not met.

  • U.S. EIA Russia Country Analysis Brief (updated 2025-07-24): Russia produced 10.5 million b/d of total liquids in 2024 (crude ~9.1-9.3 mb/d in 2025), with Eastern Siberia explicitly identified as a development area. The Vankor cluster (Vankor + Suzun, Tagul, Lodochnoye fields, east of the Urals in the Krasnoyarsk/East Siberia region) produced ~300,000 b/d in 2023 and continued producing; Rosneft's Vostok Oil project there had >80% of its pipeline built as of Sept 2025, targeting up to 2.0 mb/d by 2030 — i.e., eastern production is being expanded, not collapsing to zero.

Production decline in Russia is attributed to WESTERN Siberian legacy fields (Khanty-Mansiysk -13% 2019-2024), not eastern fields. Eastern Siberian crude output was far from zero on 2025-09-22.
