Within the window (2022-09-15 to 2023-09-15) Syria did NOT sue for peace with Israel; there were no Syria-Israel peace negotiations. Israel-Syria relations remained hostile with no diplomatic track. Israel continued airstrikes in Syria throughout; substantive Israeli-Syrian reconciliation only became a discussion topic AFTER Assad's fall in Dec 2024, far outside the window.
The Syrian Civil War did NOT reignite during the window — by early-mid 2023 the conflict had settled into a frozen state and Assad was being rehabilitated diplomatically: the Arab League readmitted Syria in May 2023 after a 12-year suspension. There was no renewed full-scale civil war until the rebel offensive of late November 2024 (which toppled Assad in early December 2024) — well after the deadline.
Russia REMAINED an active player in Syria throughout the window: as of summer 2023 Russia maintained ~20 military bases and ~85 other military points in Syria, and Assad spoke in March 2023 about potentially expanding Russia's military presence.
